ok sometimes when a new round is starting the spawn cars for the insurgents prevent you from spawning on them the cars are there but you cant spawn on them and its very very annoying your able to spawn on palace but thats it

If someone has an idea how to be able to spawn on them again please tell. So far the only way I know is to reconnect.

Known issue.

Also, as far as I am aware, the only way to solve the problem is by reconnecting.

If this is on Devfile 24/7 Al Basrah, and an admin is on, simply ask one of us to restart the round. We will do so if enough people on the INS team are having troubles.
