Haven't played any mod that does that...sounds like something on your end if your getting them that often. That said...its the bf2 engine...POE2 is not exempt from the occasional CTD.

Is it laggy?

Your lag experience in POE2 will be similar to vanilla.

Are there people that actually play it?

Yes. The numbers are starting to dwindle considerably due to lack of updates since about last OCT but you'll still find a good game every night as long as you game during primetime hours. Euro playerbase is much better than US playerbase at this point. You'll have a hard time finding a game in the off peak hours if you stick to servers in your country of origin.
