those bars represent the number of flags your team owns. in that pic you'll notice there are 9 bars, and you only have one blue bar meaning you only have 1 base. (the US uncap since you were playing a 64 player version of Karkand with 9 flags.

EDIT: Great...now that I know its there, I can't stop staring at it!!!! I also noticed another line. On the bottom right of the crosshair when your holding the wrench as engineer. This one is yellow.
