Get super tricked out drivers from Omega drivers.If you have a sound card go to its control panel and lower sound quality(you will not notice diff.sound blaster turn off EAX) is your psu 300w or higher? anything less and your card will not perform as expected. these will get you a fps around 30+ on a consistant basis
