Why not ask in the thread where all the other discussion of the chart is?
I believe time to live is how many seconds the projectile exists.
Zoom modifier is how the recoil is modified when you are zoomed (should be "recoil zoom modifier").
Zoom magnification is now "Add Zoom Factor".

(This also has explanations of how to find the actual size of the deviation cone from the numbers in the charts.)

it's just interesting to see how they make those numbers to make all the game weapons different.
well.. maybe it doesn't matter that much. no matter what weapon i carry, some chopper/tank hor gotta frag me anway

Weapon chart is good for comparing weapons, but it's really bad to tell the weapons nature. All things which control how a weapon acts are stored elsewhere, charts only tell physical measures. Even with exactly the same specs you can make two completely different guns. Just different animation, weapon sway, shake, animation speed and tons of other things. Even sound has great effect on gameplay.
Just like in real life. All assault rifles are accurate and powerful enough to be extremely deadly. They have same amount of bullets and approximately same fire rate. And you can see just as far with AK's sight as you do with M16's. Still weapons have huge differences.
