I use a higher end pc? like, if i have a bad computer and the game is all laggy and wha not, if i get a higher end pc, will it run smoother?

On top of that if your GFX card is maxxed out it will be Hot which will cause throttling.
The better your system is the cooler and more efficient it can run.
I've played BF2 since day one on 3 different systems. The first being a Socket A 3200xp/9800xt set up then a 3200xp/x800pro unlocked then and now a 939 3500@2.4g/7800GS+GLH. ( All clocked)
With every system i have found settings that run well enouth for me to become addicted, but as i upgraded my settings went up and my disconnections/CTD's etc went down.
It is really about balancing your hardware rather than just shoving in the latest bit of kit, but the better the system the more chance you have of getting the kind of game play you want.
On top of all that by playing the game on lower settings you are missing out on some of the more involving/immersive graphic effects.
