x1650 replaced the x1800 as ATI's mid-end card. the x1600 is a step up from an x1300, but still towards the fairly low end of the spectrum. you also have to pay very close attention to the letter designations--i.e., an x1900 is a fairly far cry from an x1900xtx.
x850xt makes up for being a slightly older card with a 256-bit memory interface, full 16-pipelines, and very speedy memory and gpu core.
Of the options you mentioned, roughly 7900gs>....x1650>..x850xt>....x1600
pci-e? budget?
From a review using BF2 as a benchmark:
"When we compare the X1650 XT to the X1600 XT, we can see what those extra pipelines give us in performance. At the highest resolution, 1920x1440, we see an FPS increase of 70% from the X1650 XT over the X1600 XT. You easily get another resolution increase out of the X1650 XT over the X1600, and sometimes almost two bumps in resolution."

regarding the slightly overclocked HIS x1650PRO
x1650PRO is very much improved over the x1600 line. if the prices are similar, there is no justification for buying an x1600. the review reports ~40-70 average fps depending on res+quality. they should have also stated minimums, but they didn't ask me for my opinion before they wrote their review.
