I have only heard it while playing as a commander and the laugh came when I was spotting enemies.
I felt ill this weekend so the only kit I could manage was sniper. I had a killstreak over 4 and I heard no laughter.

My guess is that it has to do with the commander and spotting.

I hear it atleast once a week but I still cannot figure out what triggers it. It used to freak me out, now I like it!

Only heard it twice, and both times I was commanding, and in my commander screen.

I dont have BF2142 and Ive heard it 3 times. The first time scared the daylights outta me. I thought it was someone in my squad...nope. The second time, I wasnt in a squad and I got up out of my seat to look around the house....I was pretty spooked.
