I was getting this message along with a few clan members. Also my other clan members don't have there Localization files edited so it shouldnt have to do anything with that.

Could it be that we have to update PB?

Which will do nothing for him at all. Those PB messages mean the server needs to be updated, not the client.

It actually has been fixed idk our server might have been updated along with the client pb.
