FPS go 100 to 10 for 1 min every 10 mins

I play 1600x1200 4xAA High settings and i have around 100 fps, since i installed 1.4 i have a weird thing happening. The fps go down to 10 fps and stay to 10 for 1 minute ( i hide and pray lol) then go to 100 and that thing starts again like every 10 minutes of gameplay.

-I never saw this before 1.4
-I uninstalled-reinstalled-repatched
-I defragmented
-I tried to force V-sync Off from driver
dont know what to do now...

specs: 7900GTX, core duo 2Ghz, 2GO ram
Any help/ideas appreciated

any programs running in the background?
ie antivirus/wins update

I ran spybot and adaware, they find nothing.
Symantec antivirus is always on but i always had 100fps with it on for a year
No updates

Run Task Manager (control alt delete) and end any process that is NOT listed under the user name 'System' (except for Explorer.exe).

Problem solved!
Oblivion V-sync was overriding others game settings i think
