Completely fictional as far as I can tell, I would guess its based on Downtown Kirkuk Iraq (Some of the features resemble it) with the bridges crossing the Tigris. Otherwise I cant find any mention of an actual Mashtuur City anywhere.

Jalalabad is currently under the control of the Taliban, lots of real death going on around there right now since the Taliban have taken up the Iraqi Insurgency tactics.

You will find a city called "Mashtuur" in Google Earth. But it looks not similar to the map in BF2.

On the other hand "Wake Island" looks very nice in reality...
