Looks about the right timeframe to be the second version of the 1.4 beta that people were testing, but I'm not sure about the exact dates or anything like that.

The date on the actual 1.4 patch is 2/14/2006 on FilePlanet.

Looks like some b00b at Fileplanet uploaded the second 1.4 beta as V2.0 of the Beta. Bunch of fools. Monkeys have done better.

Thats just the 2nd release of the 1.4 Beta. There is no new patch coming out for BF2 as of yet.
