Of course maps are unbalanced with IO mode enabled. The maps were DESIGNED with the vehicles in mind and without vehicles the whole map breaks down and becomes one giant gameplay failure. Karkand is a particularly horrible example of this as is the new map Jalalabad.
My advice to you... don't play the stat whoring easy mode known as IO.Comment
