FPS sometimes locks at 15.0 FPS

I just noticed that my BF2 sometimes locks at 15 FPS for a couple of seconds or more. Is this a known bug or something to do with my drivers and video card? My comp:

2.4 Ghz Pentium 4
PowerColor Radeon 9800 Pro 128mb
512 RDRAM
60 GB HD (Now only 55 GB after defrags)

it might be cause of vid card and ram, might look at upgrading both of those...hey, im selling my computer, you want it?

Its a known bug which happens mostly in Special Forces. No one has figured out why it happens yet. usually reconnecting to the server fixes it temporarily.
one time I deleted my shader cache(s) and let bf2 rebuild them again it seemed not happen as often.
