how would POE work when installing?

Im confused how exactly would this work when installing, i have it downloaded already and im just waiting for the password. There is the two files but what would i do with them, once ive unlocked them owuld i put them both into my mods folder or wot?

It'll be an installer inside the .zip file.

You run the .exe, obviously. It will probably tell you what to do with the other file.
