Nobody knows when this file was set up for DL. It could have been put there last night or last month. There is no date on the file except for the date in the eam file and that is Aug 8.
there is also the rather obvious possibility that the 'bug' mentioned might have been in the server side patch thus delaying the client

Like if there are ranked servers for 1.4 and you dont get booted for using a different version this MUST mean this is the real patch
Not really. The server that everyone is playing on was up and running last week, before the 1.4 patch was supposed to be released. That means that either the patch we have today is 'old' or the server-side software doesn't need to be updated to correct the last minute bug that was found.
