There is no clear cut answer, however the official word is this:

However it is ambiguous on purpose because I do not want to dictate exactly how you must run your servers. Even though there are some who try to hurt the system through exploitation and poor sportsmanship I do not want to punish the proper upstanding admins who are just trying to have a quality server environment.

To a certain point this falls to a players own awareness. At this point most players recognize that if they are in a server where most players have a 160+ point score then its likely they should not stay on that server.
Basically it is open to interpretation. If you want to risk it and play on high point servers do not be surprised if EA wipes your stats. I get the feeling that in the very near future they will dedicate a month to wiping/resetting/CDKEY banning all the hundreds of reports submitted to them by BF2RS and BFROE that check out. That would be the most hilarious thing ever.

They are good though for getting a lot of points in a single round. Like I said earlier, I have gotten over 200 points in a single round on a high point server. But let me also say that the game lasted well over a hour long.

So if you want to play for points, dont go in those types of servers.

If you want to play a competitive "personal" battle against another team, these servers are fun. Since there is only 8 players on each time, you actually remember who you killed last, and who killed you, and who are the good players. It becomes very personal, and a fun game. If the teams are even, the game is really fun.

Its especially fun if you have 8 friends (clan mates) against another clan... and your entire team squads up, and you all work together. Very fun way to play. Long games.
I totally agree, it's a much more mellow type of gameplay and much more personal. It's a big break from the craziness of 64 player karkand servers.

they call it high points because with such a large map, and so little players, the rounds tend to last much longer, and should allow you to score more points. good for earning points and gaining IRA time requiremnts, but can seem kinda boring....1 hr round of karkand gets to you.
I think you are wrong in saying that. The only thing players can get easier is time requirement badges and best round scores. In a 16 player 64 size server, points are not obtained more frequently, in proportion to the round's time, than a normal server with the same slots as players.

The score per minute of those servers is much lower. Which means that by getting for example 100 points in one round that lasts and hour, instead of 50 points in two normal 15 minute rounds, raises your score just as much but makes your SPM go down. So if you played four normal rounds in an hour, you would get more points (almost double in an ideal world) than playing one round in that server.

Don't say that my opinion is set in stone; the ROE does not define HP servers at all. Who knows what the real rule is.

I think HP servers are ones that have knife and/or pistol only, higher than normal ticket ratios, revive enforcement, and flag capture limits. Anything where the tickets do not go down because something, other than less killing/flag capping (which is what makes normal rounds shorter), causes the rounds to last long and people to get lots of points.

16 players on a 64 player map is perfectly legal as long as it follows the rules of any legal ranked server.

If the ROE defined "high points server" in a way that made sense, we'd all be in a less confused place.

For the last time, READ THE ROE! You can have any map size/player combo! 64 player map on 16 slots is perfectly ok!

Yea the only ones you need to stay away from are the No Armor ones....I think thats what the ROE frowns against, the 16 players on a 64 map is ok i think.?

dont be sorry, the ROE is not clear.......that was my understanding of 'high-points' as well, until i thought of how 32 and 64 sized maps only require 10 players to start.....anything 10 or more should be ok......

i think it has to do with ticket count/ratio, and large maps with less then 10 players......

ive been on ranked servers before, where a guy leaves, and only 9 ppl are left, but the round continues....this isnt right

no one seems to know...........i believe its a server that allows the round to start with less than the set ammunt of players (32&64=10) and/or higher ticket count and/or with a low player max on a large map size......

    the ROE isnt clear

Which really isn't no big deal, calculate the round time, with 4-5 rounds on a regular server, you get the same points. Just have to do more rounds - but time wise they are basically the same.

Only thing is your best round score would be affected if you did well...I guess.

I run my server this way myself. I don't call it high points though.
this cannot be true, perhaps if its less than the required ammount of players to start the round, but anything over 10 should be fine, and not counted as 'high-point'
