Assuming this is for a mod, just change the textures for the flag.

..\Objects\staticobjects\Common\Textures\flags_c.dds

If you make custom maps, use the same path within your level folder. Dont do this to change vanilla content (Only change within a mod or a custom level), this will probably get you kicked by punkbuster if you play multiplayer

Use adobe photoshop cs2, I have it and love it.
It has a decent tutorial built into it.
If your a illegal downloader:evil: then you should be able to get it nooo problem
