Why does wake island need school buses? and why do they have a welcome sign on the road to people drive to wake island?

the school buses are to cart the ppl around (not kids)

and the welcome sign i put down to the usual american way of sticking signs and/or flags in things they claim...

(this was taken from the British who stole other ppl's countries with the use of flags)

the school buses are to trasport whole squadrons from the terminal to billiting and back when they have to stop and lay over. The island is the halfway point when units deploy to japan for UDP. The island as far as I know is off limits to civillians, unless something changed since I was there last.
