Good question I am curious on what to will say.. May Solo-Chopper Pilots be kicked or banned? Then why may people in a F-18 be still flying without the Co-Pilot it's the same?
Almost 80% sure that would be a yes. I'm fairly sure there is a rule in the ROE which states that your should not deliberatly do anything that would hinder your team, I would say solo choppering would fall under that rule.

The part in the brackets totally changes the outcome of the rule. If no one else wants in the chopper then we won't kick them. The rare times that is the case say when the server crashes and there may be only 10 players on dalian and 4 helis. Same would go for an active commander. If the server player count is low we won't kick an active commander, say one helping to cap flags as well as commanding.
However when the server is full we expect them to pick someone up as I said in the other thread, they will be warned to do so otherwise we consider them to be hindering their team which is the reason they get kicked for. On a full 64 player there is "always" someone else who wants in the heli.

Define hindering. To me hindering would mean intentional TKing, taking a vehicle and not using it (like flying a jet just so the other team's jets don't get shot down), killing the commander, artillery drops on friendlies (excessive), and things like that. A chopper pilot who can solo and go 63-2 doesn't seem to be hindering the team, imo. One could argue that a gunner who uses the cannon on an AA vehicle causing the helicopter to repeatedly get shot down would be hindering the team. Same with noob pilots crashing their teams jets/helos every 15 seconds. Those players never get kicked (but they usually stop trying). I know this is all hypothetical and off-topic, but hinder is ambiguous in that section of the ROE (lots of ROE is actually).
If the server wants to have a no soloing rule, they can, but it must be posted just like any other rule.
