Normal server yes but a decent one will cost you quite a few to build.

Don't even think of trying to host it on your normal machine.

You would need at least a fraction T1 line for people to have a decent ping, about $300-$500 per month depending on where you live and availability. The easiest thing to do is to rent one. You will have to pay for one some way or another. Either the cost to build one or to rent one or the broadband to support it.

I use a local server all the time, syberduck played with me on my local and he had a ping of about 40, I can have about 5-7 people without too much lag and Im using DSL
