You will hear a drumroll when you log in and a window will pop up. You can scroll through the available unlocks.
If you want the 2nd tier of unlocks you must own or play Special Forces expansion this will allow you to have 2 unlocks instead of 1.

The window popped up and told me I was promoted, and I pressed close. Does that mean I passed up my chance to unlock?
