... or do sniper-rifles not hit where you aimed (and I'm not talking about bullet-drop)? I've had plenty of shots "hit" (as in I see smoke puff from their head) only to have the guy pump a full clip into me a few moments later.

COuld be a number of issues, ranging from lag, to the server simply not registering your hit. Most of the time, I have no problems. -

only thing is the way the weapons ranges are, you are zoomed in and shoot a guy he can turn and kill you with the pistol

you might be hitting the ground 1 inch off ur target. The smoke you see might be the bullet hitting the ground.Comment
