And i do play on decent servers but it still can happen, and does happen. No way of server admins to stamp it out altogether. I was just thinking of a global solution

Admins that do their job is the solution. Having a rule in place providing notification that team killing for vehicles will lead to a ban is a good start. Actually enforcing that rule is the next step.
Making global changes can lead to many, many other problems and the potential for new bugs. We have been witness to this in the past with several patches.
