ROE answer about HPS!

OK, after sending a message to one of the ROE admins, I am opening asking for a sticky to define exactly what a High Point Server is. What the examples are of one, what are the penalties for playing and hosting one.

All I have been seeing is a quote from the BFROE rule book, but I have not heard any of the reasoning DIRECTLY from ROE admins. When looking through many of the last couple months of threads about HPSs, I (along with many community members) are still not clear. We have people and server admins posting what they think the rules mean.

Here are the threads I found in only a couple minutes of searching. What is the yardstick by which High Point Servers are measured? Stop ignoring the threads ROE guys, and stop deleting double posts about something that is not getting answered. You have the power, bring some peace to the topic!

Well as long as EA is too stubborn to release details on what high points servers are, servers that have 16 players and 64 map size are legal, because nothing classifies them as high points servers (yet).

That is exactly what I am talking about. Everything is speculation! ROE and EA seem to work together to come up with the guidelines and because ROE Admins are involved directly with the process, they are in-the-know about what the reasoning is behind it. I am hoping this thread does not turn into a whole string of posts about what people "think" things mean. I have listed pages and pages of posts of what people "think" above. I want answers directly from the top. Even a post by ROE saying they are in the process of wording a statement right now and will post here very soon.

I didnt write this new version of the ROE so I cant define what make a server high point or illegal, that will have to come from EA/DICE
