v1.3 lag/low-frame-rate spikes

These seem to happen randomly and at times last so long that I simply can't play. They don't always coincide with ping spikes (although at times my ping jumps from about 15 ms. to 6 or 7 hundred ms.). Anyone else know about this?

It is suspected that 1.3 has a small memory leak. I have not been able to get 100% confirmation, but that would be the cause I think.
