fps help

hey everyone i have an ati radeon x1600 pro 512 mb pcie video card and getting low fps for some reason i play eveything on medium with some things on high i even tried low and medium still get low fps also i get a squiglly effect on parts of my gun it is especially worse on the assault class! i spent good money on this card so what the hell is going on? thanks

amd athlon 64 3400+2.21 ghz
1.5 gigs of ram
500 watt psu
80 gig wd hd

Installed newest drivers? Make sure you clean them out if you haven't already done so.
