Dyn. Shadows and Lighting Linked?

When I switch Lighting on Low and click "Apply" it sets Dynamic Shadows to Off. I can't seem to turn Dynamic Shadows on unless I set Lighting on Medium or High.

AMD Athlon X2 4200+
2x 1GB DDR2 PC6400 Corsair
Sapphire Radeon X1900 XT

Anyone can help me? I got the lastest drivers.

Just turn em both off. Unless u want the good looks then max everything out. I have the same card with a X2 4800 and 2 gigs of XMS corsair ram DDR 400 and i can max everything out with high FPS to. but its not worth it so i have everything on low eccept effects and geomatry (what ever the spelling is)
