I voted no. I think of it this way: Everyone whos running 1.3 must have experienced about the same number of crashes and bugs as everyone else assuming its really the patch. Everything comes out even in the end.

No, that would be really stupid. That would be like EA saying "Hey, sorry guys, how about to make up for the bugs, you get to pick one badge to increase in rank?"

Compensation for a lot of bugs would be to come out with a superior quality product. Make a good patch that few people will have complaints about.

All players have lost points due to 1.3 server crashes and the eternal Red/Blue bug. When the 1.31 patch comes out; should players have a 5% bonus added to theri global scores to make up for this?

That is just silly, not everyone cares about stats as much as you might. You're getting a free map with the next patch, good enough for me.
