Only if you have the max players (i.e. humans) at 16 or less. It defaults to 32 which will limit the bots slider to 32 since it won't let you have more than 64 players total (without editing the aidefaults.ai file).

I didn't see in aidefaults.ai anything that would effect the bot count in COOP mode play. I would love to get 62 bots going so my friend and I can play a 64player version.
Is this possible?
With humans you can't control their actions. For example, I am trying to practice helicopter. Fighting over who gets the heli doesn't translate into much "virtual air time."

You can edit the aidefaults.ai file to get more than 48 bots but any bots above the slider maximum will go on the USA team. This means if you set the aidefaults.ai for 64 bots and set the menu to 48 bots and bot ratio to put all bots on the opposition side the USA will have 16 bots and opposition will have 48. So if you want to play against higher odds than 2 vs. 48 you will need to play oppostion rather than USA and put all bots on the USA team.
