This is a tricky one.
JoyToKey certainly isn't a hack and it certainly doesn't give anyone an unfair advantage. It simply allows you to apply certain already available keyboard commands to your joystick and is CERTAINLY more benign that using macros on an N52 or a G15 (I have both of these but do not use macros).
I would say that this request falls into a D3D hack of some sort as it is displaying information on your screen that gives you an unfair advantage to those who are not using 'the hack'.
Punkbuster would certainly be looking for something like this..Comment
