            I've seen it where the enemy UAV was constantly in the air... constantly

            I watched it *poof* in the air, and about 2 seconds later there was another one. Now, AFAIK, the commander has to wait to re-deploy the UAV because the 30 seconds it's up in the air is not enough for the bar to refill... right?
