Oblivion respawn

do NPC´s respawn in oblivion????? i googled it and some pages say the do, and some other pages say they dont, anyone tried this? (X360 version)

Pc version they dont, so i would assume the same for 360. For instance, one of the quests to buy a house, requires you to talk to a butler(?) and he sometimes falls off a bridge and dies before you ever see him thus breaking the quest. In order to finish, you have to enter a command in the console to respawn him.

Creatures do respawn but npc's dont.

Well if you kill the entire population of the imperial city there will be no one left there or will some of the minor ones come back?

Well. as a high level 100% vampire i spent about 2 ingame days straight butchering everyone in Skingrad and the Imperial city..

Minor characters come back, i found.

Pc version btw.
