I don't remember a 3rd Booster pack being announced, ever. You may be thinking of Special Forces.
However, in a recent interview (see TBF2 news items), an EA employee said they may have other things coming up for BF2, but he couldn't talk about them.

EF was a waste. I hear AF is much better. I bought SF and rarely play it. I somewhat remember hearing something about 3 booster packs too but I could be wrong. We'll just have to wait and see. I just wish they would work on patches and getting the game to where it should be.

Its called Unclad Floatilla:
Lots of new boats
One new Army - All female (Amazons are their name)
3 new maps - Valley of the Dolls, Pusee Pass, Twin Boulders
They have some known issues they're trying to work out.
AT class has a tendancy to want to fire rockets at each other
Medic class can't seem to stop periodic bleeding
Support class can't keep their halter tops on
Sniper class zoom doesn't work above the shoulders
