I was checking this last week also. It is only the EA US Official servers that are still running the 1.22 patch. The German, UK, and some others that I checked were all updated to the 1.3 patch.

Well I finally got word from the staff at EAUK that EA updates their servers today. As of right now, 7:35PM EST, they have indeed been brought up to 1.3. Just thought I would let anybody know that was interested.
