    DICE is full of it. My Unlock mods have every single unlock in game including the ones from EF and there are not any "issues" with lower end PCs running the mods.

    It's purely a marketing decision made by EA.

          While I do think their argument is probably nonsense, you can't prove it based on your mod. SF actually has more total kit items than your mod since they added gasmasks and night-vision goggles as well as having the first-tier unlocks available. You'd need to go back to v1.00 with the python unlock mod (or a pre-1.3 patch allowing server-side unlocks) and create actual toggleable unlocks to really prove it. It's possible that just adding a 3rd unlock definition to the kit tweak file would be enough to activate it. I've been meaning to test this.

            It would be interesting to see the difference using your method.

            However, it also should be noted that my SF Unlocks has more items per kit than the stock SF and still has no issues on lower end computers.

              SF has 9 items in most kits and it has toggled unlocks on top of that. Whether that actually adds any overhead we don't know. Maybe just having unlocks defined in the kit but not actually available doesn't use as many resources. As I said though, I doubt it's significant but we can't prove it.
