i was on a server today and commanding. My arty wouldnt kill anyone, friendly or enemies. Also, i was artying the carrier on dalian (baseraping was pissing me off) and no matter where i placed it, it would only hit on the water. Am i seeing **** or was it for real.

I had the same problem ono Wake, was trying to arty the carrier (it's allowed on the server i was on) but it just kept hitting the water, i moved the arty position above the carrier and not directly on to it and started getting hits then.

That's a graphic glitch. Happens on a lot of maps that have the carrier. You'll be viewing the map at full zoomed out distance, click an area to arty, and it'll arty about 2-3cm on your screen away from where you clicked. Dice has yet to fix this. I see it a lot on Dalian Plant, and Daqing Oil Fields. Only way I have gotten around it is to adjust my aim to about 2-3cm away from where I actually want to hit. Damn bugs.
