1.3 Crash Problem

I heared that there is a problem with the 1.3 patch where when you start it up it goes black and then the game crashes, and sometimes the game crashes when you click "join game", is this true?

I heared that the problem is with the incremental patch, and that the problem can be fixed by downloading the full patch, is this true? And is there any other problems with the patch that I need to adress? And how can I fix them?

Please do not close this, the other 1.3 bitching threads don't really relavent to my Q
