Should I get 1.3?

Hi, I have an ATI Radeon 9250, I have heard of a major bug with the 1.3 patch but my tournament, BF2Combat, might require it on the servers, so should I get it? If I have to reinstall, I will have to install BF2>1.21>1.3 then all the mods, a total of a whole crap load of hours of downloads, and stuff, so should I get it?

Also, give me DETAILED instructions on how to properly install the patch
