Yes the dedicated server patch for 1.3 is available for windows and linux at file shack:

unfortunately i do not see an end user patch right now but should be out near 1:00 est since that is when EA usually puts out the word.

Don't bother using fileplanet and fileshack anymore. Gamershell is more than adequate to handle the bandwidth and there is no wait in line.
