The fix (For server admins) =

Lines 434-435 in python/gamemodes/gpm_rally.py:

host.rcon_invoke("ObjectTemplate.projectileTemplat e kni_knife_Projectile")
host.rcon_invoke("ObjectTemplate.velocity 1000")

Change to:

host.rcon_invoke("ObjectTemplate.projectileTemplat e kni_knife_Projectile")
host.rcon_invoke("ObjectTemplate.velocity 15")
