This is one of the chief reason we don't have these ridiculous rules on our server. If you are getting attacked in an Un-capable base it is because you have gotten yourself into that position, get yourself out of it.
Do you think any General/soldier would say "I know the enemy is there, but give them a chance" it is out of hand indeed.
