Cheater / Glitcher or legit spot?

Was playing a round of Karkand tonight and saw a red dot on the minimap that I couldn't find until I looked up and saw someone on the roof near the USMC spawn

Did he get up there legitimately or did he cheat / glitch? (and will be subsequently reported to BFROE)

I have also included a picture of just the building from single player to clarify which building it is

Yeah, you shouldnt be able to get up there.

If friendly fire is off I'm pretty sure you can blow yourself up there with C4.

If friendly fire was on then I don't think you can get up there.
