It isn't that difficult to make yourself. You wouldn't be able to use it online with other players incase you didn't know.
Just change "ObjectTemplate.ammo.nrOfMags 6" to "ObjectTemplate.ammo.nrOfMags -1" and "ObjectTemplate.detonation.explosionDamage 1000" to "ObjectTemplate.detonation.explosionDamage 0"
in c4_explosives.tweak.
