I have seen the scarecrow-like shapes of guys with no kit running around after being revived. They look like they have the invisible man and OJ's 'real killer' in a double headlock. Do these guys really have no weapon? Is it time to break out my scissors and start cutting? Can they pick up a kit or are they doomed to walk the earth with sore arms dishing out stern words...

It's just a glitch, it happens when people get revived without a weapon (the player themselves sometimes still have a weapon but other people cannot see you with one), and since there is no playermodel aniimations for soldiers without weapons the results are quite odd.Comment

Technicly, it's not even a glitch or a bug. It's an artifact of the system. When you're revived, you automaticly pick up the closest kit to you. It doesn't matter what that kit is. If there's no kit within range, you come back with nothing.
Since there's no default animations for the upper body and arms without a weapon, you get that oddball positioning of arms and head.
The difference between a glitch and an artifact is perty minor, but worth being aware of. A glitch is an unexpected issue that arises from an error in the system. An artifact is a perfectly logical issue that arises from the system working properly.Comment
