Well i found a cheap video card on ebay looks legit and its a Chiefmax ATI Radeon 9600SE its only 40 bucks brand new. Well i think it supports BF2 does anyone have this or know what fps it has and will it suport the new patch 1.2? thanks appreciate it.

It would run the game, not to the best quality, but for other games and for better quality in BF2, I'd suggest you save up a little more and get something like this:

There is actually no such thing as a 9600 Pro SE. This is one of the reasons why Ebay can be bad. The seller has mislabelled the item. OK going by the picture it is a 9600 Pro. It matches the pictures on Sapphire's site, and looks nothing like the SE.
As mentioned that are better cards out there, but if you're tight for cash this is a decent card; assuming you're upgrading from onboard video. Just make sure you have an AGP slot to put it in.Comment
