Console display question

I was just wondering what exactly the two numbers displayed when you type renderer.drawfps 1 are. I read two things, one is the current frame rate followed by the average. The other one said it was current frame rate and the milliseconds in between each frame.

I'm really curious about this because my numbers come up 75/19 ish.
