      Well you won't get a super good pair of parts with only $200 to spend but their are still options. You would actually be able to go 64-bit on the CPU with that amount of money still thanks to the AMD Sempron series. As far as mobo, it depends if you have an AGP or PCIe graphics card. Here's what I recommend though:

      AMD Sempron 64 3400+ ($121)

      MSI K8N NEO3-F Socket 754 NVIDIA nForce4 ($62)

        I dont think a Sempron is going to be a great processor for gaming (64 bit or not)

        weak cache doesnt help anything.

          Given the budget he is on, what do you suggest that is better then?

            Asrock 939Dual-SATA2, M1695 (PCI-e/AGP, Sound, LAN, SATA II, RAID) ---> 67 USD

            AMD Athlon 64 3000+ (S754, 2,0GHz, 512KB) ---> 139 USD

            Total of 208 USD, bit more but this will bring you a descent nForce 4 board with support of AGP and PCI-e. And a descent 64-bit CPU, much better than a Sempron 3400+.
