The absolute best and only way to get truly reliable numbers is by actually measuring them with a multimeter. If you have access to one you are set. Let me know.
I'll find out tomorrow afternoon when my new PSU gets in. Since I posted on this thread I swapped the 7800GT out for my old old 5600 256mb, and the problem is still there, however less of a hinderance. I am almost convinced its the PSU considering the problem still exists, but less pronounced, Prime95 detected no errors after 4 hours, and memtest86 tested out fine.
