No it's not a "good" one. You really can't get a good one for under $150 or so.

Get the 6600GT. Its about $150 on Newegg.com and it will be a very nice card. The 9550 is old technology, there is no reason to even consider buying it. The best mid-level card right now is either the Nvidia GeForce 6600GT or the ATI Radeon X700 Pro.
